New Limo Passenger Laws

The limousine passenger laws in the UK have long restricted the number of passengers in any limousine, regardless of its size, to eight. This is especially an issue for the limo hire companies who have fleets of super stretch SUV limousines which can seat 10, 12, 16 and sometimes over 20 passengers.

However, the National Limousine Association in the UK have reviewed the passenger laws and created new regulations and restrictions which allow limo hire companies to operate and carry up to 16 passengers in their limousines.

Limo hire companies may only carry 16 passengers if their limousines and business comply to several conditions. Firstly, the stretched limousine must either have been designed or modified to comply with the domestic minibus regulations and be registered as a minibus and the limousines must be hired as self-drive and not in the regular hire and reward format.

Self-drive means that the limo hire companies are not allowed to offer a chauffeur in the hire package as this is hire for reward, not self-drive. To hire out the limousine with a chauffeur, the limo hire company must have a Certificate of Initial Fitness, for which limousines find it hard to meet the criteria. However, limousines carrying 16 passengers can be driven by a chauffeur if they are independent of the limo hire company.

Limousines have also tried to be registered as buses and passenger carrying vehicles in the past and have been unsuccessful in meeting the criteria. It seems the same criteria still involves expensive and intricate adjustments to be made to the limousines for them to pass the VOSA inspections.

The insurance the limo hire company needs is also obviously different if the limo is being hired out as self-drive as there are additional liabilities and risks having their limousine driven by unknown drivers.
